The GI Joe movie starts where the series dropped off, showing Serpentor as the one in control of COBRA. After being defeated by G.I. Joe and fleeing to the East Asian mountains, Cobra Commander discovers that they have opened a door to the past. Inside the caves on the Himalayan mountains were the remnants of an old civilization, the kingdom of Cobra LA, which was the original home of Cobra Commander.
Earth domination belonged to Cobra LA before human civilization. They had a culture that was rooted on advance technology and their ability to unlock human DNA power. Its citizens were nearly put out as the Ice Age came, but they survived and were able to increase their population while the rest of humanity progressed .Golobulus was the ruler of Cobra LA and was bent on reclaiming Earth. He held humankind in contempt for evolving without him.
It was revealed that Cobra Commander was a Cobra LA citizen who escaped his civilization, and ventured into the human world alone. He used his leading edge scientific knowledge to rule the world. He then created COBRA, the terrorist organization, which attempted to integrate Cobra LA’s technology with Western technology to make a far more superior army.
Cobra Commander made sure to keep his Cobra LA identity a secret by using a computerized mask to cover his face. Like the other Cobra LA citizens, he has genetically changed his body due to an accident when he tried to build a new weapon. It caused several eyes to grow on his head that made him visually impaired. The mask he has crafted enabled him to see straight and to keep his identity as well.
Golobulus discovers what he has done and punishes him for treachery, changing Cobra Commander to a mindless snake by exposing him to a weapon that can change anybody into ignorant creatures.
However, Golobulus was impressed with the strength of the Cobra team, especially with the recombinant genetic assembly of Serpentor, which agrees with his own beliefs on using genetic experimentation in the transformation of life into a potent and brutal design.
Baroness, Dr. Mindbender, Destro and the Dreadnoks agrees with Serpentor to assist Golobulus in his plans of world domination since all of them have something they need from the other: Golobulus has a unique and powerful technology that Cobra can use to defeat the U.S. military and Cobra has a mighty army that can enable the dying race of Golobulus to enter the world again as an Empire.
Golobulus planned to acquire Broadcast Energy Transmitter (BET) that was being guarded by the G.I. Joes to hasten the orbital ripening of the mutative spores of his Weapons of Mass Destruction or WMD, which he will disperse over Earth to turn all humans into thoughtless beasts leaving only the citizens protected in Cobra LA to survive. However, to their dismay, the heroic determination of G.I. Joe prevails and peace and safety is restored.
