1. Oroku Saki or Shredder
Shredder is the chief villain in the Teenage Mutant Ninja Turtles series. He wears a suit with razor spikes, a metal mask covering his mouth, a metal helmet and long cape. Although he usually makes it a point that the lower half of his face is covered, there have been rare incidences that he reveals his face. And while, he has always been depicted as the primary antagonist, he always had been commanded by Krang against his will.

Krang
He is an alien disembodied brain. He was a warlord banished from Dimension X where his body was taken away. Krang moves about by living in a robot body, which has a compartment on abdomen. Sometimes, he moves about using a "bubble walker". He is the Technodrome’s commander. The Technodrome is the mobile fortress that they use as their headquarters. He funds and plans the schemes of Shredder.
3. Bebop and Rocksteady
Bebop and Rocksteady are two street gangsters in New York that mutated into an animal form after being exposed to Shredder’s ooze. They were intentionally exposed to the ooze by Shredder so that he could make them as his henchmen. Bebop mutated into a warthog and Rocksteady mutated into a rhinoceros. They are bumbling, butterfingered birdbrains and always demonstrated how unfit they were to fight with the Turtles.
4. Foot Soldiers
They are the ninjas that are led by Shredder. They are mostly robots in the 1987 animated series.
5. Rock Soldiers
They are the soldiers of Krang from Dimension X. At times, they work together with the Foot Soldiers.
6. Vernon Fenwick
He is the arrogant, self-centered coward who is the chief rival of April. He is also a TV reporter on Channel 6. He hates the Turtles and reports news blaming them for bad events that happen in the city. He is also sometimes depicted as parallel to Geraldo Rivera.
7. Burne Thompson
He is the producer of Channel 6 and the boss of April, Irma and Vernon. He does not like the Turtles as well and accuses them of being the cause of all that goes wrong. He even pushes his reporters to report bad stories about them.
8. Lord Dregg
Near the end of the series, he is introduced as the Turtles’ new chief nemesis after the Turtles trapped Krang and Shredder and their allies in Dimension X.
9. HiTech
He was previously the right-hand man of Lord Dregg until he was deceived by Dregg himself.
10. Mung
He became the right-hand man of Lord Dregg as a replacement of HiTech.
11. TechnoGangsters
They are the foot soldiers of Lord Dregg.
